The illegal Russian invasion of Ukraine has caused huge suffering and loss throughout the country. There can be no sustainable end to the war without justice for the horror endured by Ukrainians. Justice demands accountability and reparations to enable Ukrainians to rebuild their lives and their country. The Russian War Machine (RWM) has made it clear that it will take no notice of international court justice and will not pay any reparations.

That is why, on behalf of ordinary Ukrainians and their businesses (who have suffered huge losses as a result of Russia’s illegal invasion), international experts have designed and implemented Ukraine’s Civil Society Lawfare Programme.

The programme – which trades under the name Payback4Ukraine – meets this challenge through a global humanitarian programme of mass Ukrainian victim led litigation across the world that targets the RWM’s assets outside of Russia and gives them to Ukrainian victims as reparations. The Achilles heel of the Russian kleptocracy is the irony that it did not trust its assets being safe inside Russia, instead placing them abroad where they are vulnerable to private ‘human rights/humanitarian’ driven litigation.

All litigation in the programme is free for the victim claimants: it delivers 80% of its recovery to victim claimants and donates the remaining 20% to a general Ukrainian Reparations Fund to support all victims. This is about victims helping fellow victims and ensuring there is payback for Ukraine.

The programme is extremely impactful. The current portfolio of potential litigation in the programme’s pipeline is estimated to be worth around $200 billion in recovery. Such judgements can be satisfied against either non sanctioned or sanctioned assets of the RWM thus providing an effective, convenient, and international law compliant means for confiscating sanctioned Russian assets for Ukrainian reparations. It provides a powerful ‘lawfare’ dynamic to frustrate and deter Russian aggression and the RWM.

As is explained in more detail on the Support for P4U tab, Payback4Ukraine is fully supported by and coordinated with the Government of Ukraine. It is managed by international professionals and each litigation is carried out by a huge global cast of leading law firms, investigators, PR, and academics.
